Jefferson City was incorporated in 1825, but the act of incorporation was not observed until 1839. Prior to that, the commissioner of permanent seat of government was created, and the city was governed by trustees appointed by the state.
The first hotel in Jefferson City was the Rising Sun Hotel. It opened in 1826 and was located at the corner of Madison and Water (now State) streets across from the present-day Governor's Mansion.
William Van Ness Bay lamented in Reminiscences of the Bench and Bar of Missouri published in 1878, "These reflections are induced by the fact we have almost forgotten there was such a man in Missouri as James B. Gardenhire; yet but few years have elapsed since the press was proclaiming his ability as a lawyer, and his patriotic efforts to advance the interests of his state."
