Dear Senators & Representatives:
The Board of Prowers County Commissioners urges our Colorado lawmakers to vote in favor of SB21-033, to finally repair the restore land owners and tax credit buyers who acted in good faith, but were severely damaged by the Colorado Department of Revenue’s wrongful disallowance of Conservation Easement tax credits.
Land owners (farmers and ranchers) throughout Colorado, and especially southeast Colorado, have long-suffered immeasurable damages, caused by the CDOR’s arbitrary disallowance of tax credits (2000-2013), …
all while simultaneously suffering multi-year agricultural disasters (drought, high winds, freezes, wildfires and failing markets).
It is long past due to repair the enormous damages unjustly caused by the state agency. Although SB21-033 will not make C/E landowners “whole”, but it will go a long way to mitigate economic damages and restore the integrity of the Conservation Easement program.
In response to Prowers County citizens and businesses remaining dedicated to the safety of our at-risk and elderly residents, the rate of the spread of COVID-19 in Prowers County has slowed. While there have been occasional increases in the overall infection rate, the general COVID-19 spread has decreased since December 2020.
Beginning February 1, 2021, all Prowers County Offices will resume regular hours and business can be conducted in-person. If you choose, business can still be conducted by scheduling an appointment, by curbside service or by drop box (where available). Please remember that when visiting Prowers County offices and the Prowers County courthouse to practice social distancing and wear a non-surgical facial covering in the public indoor areas of Prowers County buildings.

The Prowers County Commissioners have been committed to helping the county’s businesses and supporting them through this unprecedented time. When the CARES Act funding was given to the County, we made a commitment to open up the funding to grants for the business community that has suffered losses due to the pandemic.
Prowers County, along with Wiley, Granada, Holly, Hartman and Lamar have awarded $207,500 in grants to local businesses that applied. The grant deadline was December 20
th due to the State reporting due date of December 31st.
If you are a business that is still struggling because of the pandemic, please give us a call and we will continue to look for ways to support your business. The Prowers County Commissioners are also working hard to get the restrictions on businesses reduced and will release that information as soon as we are successful in our efforts.
We know that this year has been profoundly disappointing for so many; no celebrations, graduations, weddings, funerals, reduced income, isolation, sickness and loss of life. We deeply appreciate you all and all of those in our communities that have sacrificed for the safety of our at-risk and elderly residents. We ask that, for the next few months, all of us remain steadfast in our resolve to meet this dark time with friendship, compassion, hope, and support for those who are so vulnerable right now. Better days are coming and what will ultimately be remembered is the love and care that we show each other, right now in the midst of this horrible pandemic.
