50r 50, 60, 70, or 100 or would you be concerned it would make republicans look obstructionist and let it go through and campaign against it. american people are fed up with the process. the american don t like the bill, the majority don t. 60-40. big government, that s in the bill. it s not a government takeover as people say but there s big government in the bill. number two is the cost of the bill. there s nothing in there that can happen this week that s going to affect the cost itself. it s a trillion, $2 trillion bill. the big things are not going to be paid for by the time we have to cut medicare. the third thing is the process, people don t like the bill. 73% of the american people don t like the bill but process is in the top three. kickback, the deals with hospitals, pharma, this deeming process that went on yesterday and it s reconciliation. so the last thing the republicans can do is show the
the american people. also, the independence. you ve seen the polls. the independents out there will really swing have swung way over in not liking this bill. as long as those poll numbers show that, that s where the election is going to be won. explain what this week is going to look like in the u.s. senate. what is the minority party, the republicans in this case what can they do not to just gum up the process. that s going to be one level of what happens here in these parliamentary fights. but is there some substance that they can get done this week on what we re going to see? you know, it s a good question. so it s a total different process, as both of you know. but your viewers think is the senate going to do the same thing? it s totally different. in reconciliation in the senate, two things. limiting the debate to 20 hours. in that 20 hours, the democrats can only use a couple there so you could squeeze it down to 11 or 12 hours on the floor. but we will see a series of
process, the fact reconciliation used, something they don t think should be done, is a bad process. that will play out with these 75 amendments voting every 15 minutes, people scratching their heads, saying why does this have to be jammed through if it s a good bill. after that it will be signed and we ll move on. the first hospitals, i know your brother was in the hospital industry. at some point during the debate it became the insurance company versus hospitals. who is making out better here, insurance companies or hospitals? i think hospitals will make out better in the bill. you know, it s a good point. how does wall street view all this? i ll tell you how they view it, $2 trillion injected into the health care system to bring in 32 million more people. not just hospital but the whole health service, biopharmaceutical insurance industry at the end of the day is going to be pleased. everybody is a winner with one
activity in the state legislatures, state capitols. attorneys general will look at it more is this going to be the bigger political fight short term, which is beating back because there seems to be a group of about 12 or 13 state republican state attorneys general that are conservative activists and they ll file these suits. they ve been doing it left and right all over the place virginia, south carolina, florida. there s a whole group of them that do this. is this what we ll see? certainly in virginia we ll see it s going to happen as soon as this takes effect. we ll have to see how popular that is. that again is a pretty negative approach to take after this and i think we have to wait and see if this is the pivotal issue of the midterms. not a quick process. we ll check in on that in five years. but how effective will that be in the midterms? i m skeptical this will be the driving issue of the midterms. economy, housing, employment, anything internationally happens be
the problem with that, you can t debate the amendments, therefore it s not going to have much traction with the american people. if you put tort reform in as the amendment you don t have any time to talk about it. you re just going to vote up or down. now, what the parliamentarian can do because reconciliation has certain rules you limit debate to 20 hours. but you can only put in this al put in this reconciliation package things that have physical or money or taxes or spending implications. so you could start stripping out policy, but that s kind of the good stuff, the preexisting illness, insurance reforms, so i don t see that happening. i think we ll have a messy process up there. the reconciliation will package probably exactly the way it did in the house. ultimately the bill will be signed towards the end of the week or the weekend. if you were a minority leader at this moment i don t know if you wish you were there or not what would your tactic be? would you want to offer
