form of consumption tax. it s taxing you and everybody else, every single time you spend any money. no matter whether it s on a credit card, cash or by check, doesn t matter, big transaction, small transa. tax it. it is a consumption tax. very similar to the vat that they ve already got in europe, very similar to the state sales tax which we already have in america. this will be a national 1 percent transaction tax. there is a slight wrinkle here, martha. and that is under this proposal, there would be a rebate of this tax, in other words, the government collects it, and then rebates it back to people making less than $250,000 a year. so it s a national consumption tax, rebated to the poor, and those under 250k. martha: which i find interesting on two levels, stuart. one is that any time the government takes in money and then gives it back, imagine just, you know, bureaucratically the cost of those two transactions in and of themselves, of taking the money and getting it
