A necessary innovation? Discovery, Netcare defend prepaid doctors vouchers

Discovery Health and Netcare launched new primary health products in 2020, selling prepaid doctor consultation vouchers to everyone. Discovery Health and Netcare say their doctor consultation vouchers were supposed to provide a beacon of hope to millions of the South Africans who cannot afford medical aid. In a country where less than none million people were covered by medical schemes at the end of 2019, and possibly less now after the widespread retrenchments created by Covid-19, they thought the government and regulators would embrace innovative ways to increase access to private healthcare. We believe that it is imperative to create innovative products that can ensure affordable access to private healthcare for more South Africans, which can also assist in helping to reduce the burden on state healthcare facilities, said Teshlin Akaloo, the managing director of Netcare s Innovative Products division.
