Internet access has become increasingly important, as clarified by the physical isolation of the pandemic, where students, businesses and even families wilted without a good connection. A surge of federal aid coming on the heels of COVID-19 could change that in many parts of the country as local governments use millions of dollars from the American Rescue Plan to expand broadband. But in places such as Buncombe County, where an estimated 35,000 households and businesses are considered underserved in terms of internet, that cannot happen due to state law forbidding local governments from building broadband infrastructure, or using grant money to do it.
