Domestic violence problems. Thank you. Good afternoon supervisors. Thank you for your time this afternoon. My name is bill hirsch and im the director of the Referral Panel in San Francisco. I want to make a couple of points. First of all, sometimes advocates are often accused of being selfserving in these hearings. I think it is important to remember that sometimes the communities that we are speaking on behalf of do not have a voice in the budget process. That is reflected unfortunately in the document that we see this year. Time and time again we do not see the priorities identified by Community Members reflected in the budget documents. I just want to point out 2 compelling need that were not addressed in the mayors Budget Proposal. The first is full funding for implementing prop f, the civil right to counsel. People do not anticipate the need for an attorney. Once they get an eviction notice i can assure you that becomes a compelling need. We did not see any additional funding to i

Sean davis. And im speaking on my behalf, but for identification purposes, im in the tenancy, and im kind of a bull dog, and lets face it. Im some support of this. The s. R. O. Task force has had to get involved in a lot of things around the s. H. Portion of the h. S. H. I would say it took 14 days into my Hunger Strike for them to actually admit that the rent issue was a problem. I also had to bring h. S. H. Before the task force when this controversial Wellness Check approximately happened in november, and its just really we really, really, really need this oversight. State Lands Commission as provided in paragraph sounds like theres some objections. I did not hear any remaining valid argument that had to do with ceqa, so in terms of that, i dont think there is a ceqa argument here. I do want to respond to some of the things that were said and talk about how we move forward. You know, i spent, you know, i think a lot of my first couple months in office talking to people about this issue. Dozens of meetings down at the waterfront, talking to hundreds of neighbors, including people who were housed and unhoused, people who were in navigation. I visited all the Navigation Centers that currently exist in our city, and i think i came out of that process believing very strongly that we need Navigation Centers. They are not the entire solutientire entire solution, they are not going to solve the crisis by themselves, but without Navigation Centers, people are forced to create their own we have seen a positive impact on the broader community, so i hope we ca
