The plant becomes the first to meet regulations imposed by the government following the march 2011 nuclear disaster. All 48 of the reactors are offline. The operator of the plant submitted the safety plan to the Nuclear Regulation authority. Officials with the authority assessed the plan and collected more than 17,000 comments from the public. Many called for stricter measures against possible earthquakes, volcano eruptions and serious accidents. The authorities said those wont affect the conclusion.
