We had these parameters set ahead of time, both nasa and the spacex teams knew what the parameters were. There were limitations i should say. The limitations were exceeded and that put us in a position to delay the launch. Though,this is certain, we will launch american astronauts on american rockets, from american soil and we will priorityh the absolute being the safety of our astronauts.
