Drug possession
JERSEY SHORE Victor Garms, 45, of 286 Hill St., Jersey Shore, faces several charges for possession of a controlled substance and possession of drug paraphernalia following a Nov. 4, 2020, traffic pullover by Williamsport city police.
Garms allegedly had a crack pipe in the car and a crack pipe hidden in a flashlight on his person, according to police officer Brett Garbrick.
Garbrick also said Garms allegedly had crack cocaine in a brown napkin in the center console.
Additionally, Garms allegedly had a case with clear glass methamphetamine pipes and crack pipes, brillo, a digital scale and a clear glass vial that was field tested as methamphetamine.
