When the officers arrived, they were told a man had jumped off the bridge into the water but had not been able to escape the water. Juan Morgan, a 27-year-old man from Crosby, and his friend were fishing in the river when they observed people jumping into the water. The two men decided to try jumping in the water as well. One man was able to swim out of the water, but Morgan was reported to have had trouble and disappeared into the water.
