A Baltimore City Police officer whose 1974 death led to the requirement that all officers wear bulletproof vests will be among the honorees at this week s Fallen Heroes Day Ceremony at Dulaney Valley Memorial Gardens.
Officer Milton Spell was shot and killed on August 15, 1974, as he stopped a suspected drunk driver.
At the time, police officers in Baltimore City were not required to wear bulletproof vests.
After the shooting then Police Commissioner Donald Pomerleau ordered a feasibility study to determine if officers should wear bulletproof vests.
