David Hall Dixon, a Pentagon Force Protection Agency officer, was charged with second-degree murder in the deaths of Dominique Williams, 32, and James Lionel Johnson, 38, in Takoma Park, police said Friday. He was off-duty at the time of the shooting, which took place shortly after 5 a.m. Wednesday, in the parking lot of the Takoma Overlook Condominiums, according to police.
