一名嫁到日本30年入籍日本的6旬女姓僑民日前向媒體投訴，指6月初從日本返台照顧父親，檢疫期間關懷人員主動詢問要不要打疫苗？她覺得是政府美意也表達願意ˋ，對方提供衛生局疾病管制科電話給她，但後來她打致電詢問打疫苗事宜，對方卻表示還未接到中央名冊，所以沒辦法注射疫苗。7月初，衛生局建議她比照第10類民眾（50到64歲），上網預約登記注射，但是她沒有居留證也無法辦理登記。
台南市長黃偉哲表示，當初宣布日僑可以優先注射疫苗，是獲得中央同意，也是希望照顧居住在台南的日本友人，經查這名日僑是不符合當初承諾接種的對象。
許以霖說，有意願108名日僑已有76人完成施打，當初承諾就是給居住在台南的，有居留證的長期居住的日本人日僑優先施打為主。至於其他日僑有意願施打疫苗者，可循著國人在1922疫苗公費登記
