The Brainerd Planning Commission unanimously recommended approval of the permit July 21, after hearing testimony for and against the measure. With the city council as the ultimate decision-making authority, the item was placed on the agenda Monday, Aug. 2, but was not acted upon.
“I think what we have right now is not full-blown revitalization. Certainly, I don’t think it’s where everybody wants it to be, but I think what we have right now is an ember. The ember is glowing, but it’s fragile," Brainerd Lakes Chamber of Commerce President Matt Killian said.
