Entered into a project Labor Agreement with the building and construction trades for the Water System Improvement Program and then we came back to you in 2017 to extend that to the p. L. A. System project and the pumping station system project. The p. L. A. Has a joint Administrative Committee that works with us to administer and implement the project Labor Agreement thats made up of representatives of the unions, building and construction trades, and then, the sfpuc. So what this item does, it formalizes a process by which the commission expressly delegate projects to the general manager to the joint Administrative Committee, and one of the processes is for all of the projects that weve added is we conduct a Due Diligence analysis. We similarly would do that for any projects and present that inform the j. U. C. And if the j. U. C. Votes unanimously, those projects would be added to the p. L. A. In addition, this specific item adds seven projects under the p. L. A. And ratifies the dec
They were involved in capital planning, they also told us we needed to delay our discussion of local integrative buildout that wed been talking about before i got involved in 2013, until that was done. Those were done. It didnt happen. And were now on the next cycle of those. And i can only imagine that were going to hear folks wanting to wait for the first s. F. P. U. C. Plan, and for them to put out their getting to 2030 i. R. P. , before we start looking at what we might like to do. You know, if we take over pg es infrastructure, clean power s. F. Wont even exist. So all of the stuff theyre doing will be for naught. We as the city, including s. F. P. U. C. , but external of silos, like clean power s. F. , we need to be looking at what we want to get to. [buzzer] and how all of the cylinders of the city can work to get there. That will be the same whether it is clean power s. F. , whether it is public power. I think it is time to break out from letting one part of the City Government
7 and a half million renovation is part of the clean and safe Neighbors Park Fund which was on the ballot four years ago and look at how that Public Investment has transformed our neighborhood. The playground is unique in that it serves a number of age groups, unlike many of the other properties, it serves small children with the childrens play grounds and clubhouses that has basketball courts, it has an outdoor soccer field and so there were a lot of people that came to the table that had their wish list and we did our best to make sure that we kind of divided up spaces and made sure that we kept the old features of the playground but we were able to enhance all of those features. The playground and the soccer field and the tennis fields and it is such a key part of this neighborhood. We want kids to be here. We want families to be here and we want people to have athletic opportunities. We are given a real responsibility to insure that the publics money is used appropriately and that

Always telling me this and its not something that im very comfortable talking about, but that the sthian Francisco Human Rights Commission was created because there were people that were trying to buy cars that werent allowed to buy them in this city, and those people were black people. Sometimes as we do this work, i would say africanamerican afri s and peopblack ipeople in San Francisco felt like we were continuing to forget about them and continuing to repeat bwhy Te Commission was created in the first place. So as we secelebrate the 55th anniversary of the Human Rights Commission, as we remember the 5 55th anniversary of the civil rights act, i was challenged and really encouraged to revisit why the Human Rights Commission was created and to pause during this time.
