The Belarusian People's Congress is designed, among other things, to protect the country from possible internal confrontation and even civil war, Belarusian President Aleksandr Lukashenko said.
The bill on the Belarusian People's Congress will soon be put out for public discussion, Chairperson of the Standing Commission on Legislation of the House of Representatives Svetlana Lyubetskaya told the STV TV channel.
Svetlana Lyubetskaya noted that the work on the bill represented quite a challenge, since there are no structures like the Belarusian People's Congress in other countries. “This is our unique legal experience, however this supreme representative body has a historical prototype - a people's council,” she noted.
Commission set up to amend Belarus Constitution
MINSK, 16 March (BelTA) – Belarus President Aleksandr Lukashenko has signed presidential decree No.105 to establish a constitutional commission. The document has been passed in order to implement provisions of the resolution of the 6th Belarusian People s Congress, the press service of the Belarusian leader told BelTA.
The Constitutional Commission has been tasked with working out proposals on amending Belarus Constitution and ensuring their nationwide discussion. If necessary, the commission will be able to involve executives and specialists of government agencies and other organizations in its work.
By 1 August 2021 the Constitutional Commission will have to forward proposals on amending the Constitution to the Belarus president for their consequent submission for a nationwide referendum.
The parliamentary hearings were attended by members of the Parliamentary Assembly, representatives of the Standing Committee of the Union State, ministries and departments of Belarus and Russia, international organizations, administrations of the frontier regions, leading lawyers and law experts.
