Holmes County family shares secret of fostering 40 kids in 22 years For Michael and Jennifer Barnhart foster care just seems natural. The Millersburg couple has been foster parents for 22 years. When they learned of Holmes County s need for foster homes they became licensed to provide a place for children. The move seemed to fit right in with their plans. It  also was our desire to expand our family through adoption,  Jennifer Barnhart said. There were, and still are many, many children who cannot reunify with their families and are awaiting adoptive forever families. Over the years, the Barnharts have fostered 40 children. They adopted four, she said.
