Seen an auditorium like this draw an audience. It is a slow news cycle in south asia. We are very excited to have Vardhan Shringla here to give remarks today. I am going to start with a few housekeeping items before introducing the ambassador for 15 to 20 minutes and then we are going to move to a moderated lunch including q a from the audience. We would like to leave some time for this interactive discussion. But we do have some heritage product on the us relationship. This has been a big priority for the Heritage Foundation, for myself, for the Us Government and just last night, modhi 2. 0, moderating differences, consolidating looked at the reelection of Prime Minister modhi, reviewed some of the progress and some of the remarkable progress in us relations during modhis first term and looking at the second term and was we can expect in terms of opportunities and challenges. Bourg, strategic development, Wabtec Corporation. Chris matthews, assistant Vice President , Network Control systems, bnsf of railway, and jim derwinski, chief executive officer and executive director of metro. Todays hearing will evaluate progress in implementation positive train control, ptc, and examine potential challenges in meeting the final implementation deadline of december 31, 2020. As recent Committee Hearings have highlighted, ptc is an Important Technology that has the ability to prevent accidents, including overspeed derailments, such as the tragic derailment in dupont, washington in 2017, as well as preventing traintotrain collisions. Ptc enforcement and implementation act, passed by congress and signed into law by president obama in october 2015, required railroads to implement ptc by december 31, 2018, however it allowed a railroad to apply for an extension of up to 24 months if, and only if, a railroad met important milestones. So if youd be good enough to withdraw your language in the appropriation bill or tell mr. Mccarthy to do that, that would be a good first start for us. We are not going to get 1 as long as there is a long voyage language in the appropriation bills that says no federal money can be spent on california high speed rail. That does not help us. That does not help but get any more product money to the project. That is why i say we are looking for private investment. Amendments are not meant to help you. They are meant to stop this product until we see a plan terry we have been talking about this for two years. But something i can bring back to my state, my district and say this is the plan. Like the last time we talked about it, i suggested he said that with mr. Dan richard and go over the plan and review it. I would be happy to have mr. Iraq mr. Richard sit down with you and review what the plan is. If he does that, would you withdraw your language . When you can jammeh this project is full
It sets the framework we are now operating under and we will be looking at a reauthorization in the next congress and it is very important. Let me say whether we abuilding highspeed rail, innercity Passenger Rail, transit services, any kind of infrastructure highways you would not want to build the four lane highway where there are no passengers or vehicles with access that you would not want to build a city Transit System where you dont have adequate capacity and passengers to use that facility, the same thing holds true anymore with passenger service. When i heard president obama and this administration, beginning to promote high speed rail, unfortunately most of the money, the 10 billion, does not go for highspeed rail. They chose instead to support almost 150 projects and that number is growing and a lot of that money has been left behind. In fact, most of the money that has been read dedicated to high speed rail has been sent back by states including my state, the state of florida
