And a special thanks to all of you who are going to present this morning. Were excited and grateful to have so much knowledge and expertise in one room, and i know were eager to hear from all of you. I want to say a quick word about the focus on innovation. This year, i embarked on a rethink school tour where we visited learning environments and institution that are taking creative approaches to education for students of all ages. I continue to travel the country to see the great work thats being done, and ive been inspired by the innovative educators and administrators ive met thus far, but theres still not enough. We need more like them and like you. The reality is that there are a number of challenges and opportunities facing Higher Education, and washington, d. C. , does not have all the answers. Western stake, nearly all of us face the challenge of preparing our citizens for workplaces that look a little bit different than i did, started my working career or parents or grandparents certainly. At four workshop this past fall the Workshop Initiative brought together policymakers, busy leaders, educators and others who are working to create more opportunity and strengthen our economies by sharing best practices and discussing common challenges and learning from each other to do what we can to address work force challenges. Thank you, senator. From my perspective, having joined as a correctional officer in 1988 and around that time the bureaus population was a little more than 60,000. I think historically when you book at the bureau of prisons and go back from 1940 to 1980, the bureaus population pretty much remained flat for many, many years in excess of 20,000. So in 1980, which is the primary target for this discussion, we, as an agency, we had approximately 24,000 inmates in the federal system. We had less than 9,000 employees, 41 institutions and able to operate the entour bur en tour bureau of prisons for 330 million. So when you look at the increase from 1980 to 2013, we were at more than 800 as far as the growth of the population. And our staffing didnt keep pace with that growth. And with our mission, where we are tasked with anyone and everyone who is convicted and turned over to the department of justice and placed in the care of the bureau of prisons, we have a job to do, a significant job. How have recent diplomatic efforts in cuba likely to affect that . Ill let you draw your conclusions. We have brandnew response cutters. They are great platforms. There was an expectation that a migration policy was going to change around christmas. It didnt but that was the perception back in cuba so we had a spike in migration. We were able to apprehend almost every one of those boats destined for the florida coastline. But then it takes five days to go through a screening process before these folks are brought back to cuba. Within the last two weeks we had two my grants that shot themselves, then were medevacd before we apprehended them so they were medevacd back to the United States. We have others that will selfmutilate to do whatever it takes to get their feet dry in the United States. Meanwhile our crews are trying to safeguard these folks fo

Additionally, the coast guard rescues more than 3,000 people each year and searches for boaters who go missing such as the two teenagers who disappeared off the coast of florida recently. As the smallest military force and the only one with Law Enforcement authority, the coast guard has had a role in the defense of the United States for 225 years. In fact yesterday was the coast guards birthday.
