No to amending Charter in these pandemic times

Dr. Florangel Rosario Braid At a webinar last Wednesday, the Senate Committee on Constitutional Amendments and Revision of Codes chaired by Senator Francis Pangilinan held a hearing on the timeliness and procedural issues as well as the substantives (suggested resolutions by both houses on convening as a constituent assembly to amend restrictive economic provisions on land, natural resources, public utilities, media, advertising, and educational institutions). The issue raised was whether there is need to amend or revise the Constitution,  given the state of the pandemic and the national and local elections in 2022, and whether these should be done through a Constitutional Convention or a Constituent Assembly.  If by the latter, should the Senate and the House vote jointly or separately?

Senate sets discussion on Charter change proposals

(MANILA BULLETIN FILE PHOTO) Pangilinan, chairman of the Senate Committee on Constitutional Amendment, stressed that sectors affected by the proposed amendments would be consulted.  He said the following resource persons have so far confirmed attendance to the 10:00 a.m. hearing:          1. Florangel Rosario Braid Ph.D.            2. Father Ranhilio Aquino          4. DILG Undersecretary Jonathan Malaya          5. Attorney Christian Monsod          6. Former Chief Justice Hilario Davide          7. Department of Justice (DOJ) Chief State Counsel George O. Ortha II with State Counsels Jenny A. De Castro and/or Aiza Riz P. Mendoza. Pangilinan said the hearing would tackle procedural concerns and “prejudicial questions” that need to be considered relative to the proposed Charter change.
