Explain how. Guest if you go back to 1980, and you were thinking about the future of americas cities, you would have seen, potentially, a very bleak future. That was the time when, particularly our urban cores, cities like new york city and los angeles, were in the middle of a bona fide crisis. You had seen years of deindustrialization ravage the working and middleclass publishings of those cities, and you had seen an enormous middleclass flight to other regions entirely. That was very hard on the Fiscal Foundation of the cities and also the civic life of those cities. But then, in fact, you saw a tremendous renaissance over the subsequent decades. That renaissance was not even. You did not see it in every single American City, but you did see it in a handful of cities that had a renaissance in governance. The Manhattan Institute, where im president , was very deeply involved in an urban renaissance but one thing we have been arguing for some years is that, wait a second, everyone. We
Policy. When we host the summit of democracy early in my administration, to rally the nation, to defend democracy globally, to push back the authoritarianism, it will be more important to shore up our own foundations. Theres no longer a bright line between foreign and domestic policy. Every action we take and our conduct abroad, we must take with american Working Families in mind. Advancing the Foreign Policy for the middle class has to center on economic renewal. Thats why i immediately put forth the American Rescue plan. Pull us out of this economic crisis. Thats why i signed an Executive Order strengthening our buy american policies last week. Its also why i worked with congress to make farreaching investments in research and development of trans formidable technologies. These investments will maintain jobs and ensure all americans share in the dividends. If we invest in ourselves and our people, if we fight to ensure American Business is our position to compete and win on the globa

So our format will be diane and i are going to talk for a little while. And then we will open the floor to questions from the audience. And the questions will come from the cards and that way we will know if a lot of people are asking the same question we have the cards and will know to ask that question. So i would like to give a little introduction i know a lot of people have been following Diane Ravitch for long time. We are trying to hector people into making sense of daily choices when the right strategy is actually to liberate them and let them use their common sense sense and initiative and ingenuity and emotions to try to do a good job. Over time, judge whether they are doing a good job. Host you the former vice chair of covington, you have written a book called life without lawyers. Ay. What is the legal structure that allows the people who run the lay grounds and the parents to let kids go out and be kids . What legal structure does that . What is legal structure that liberates teachers to act on their instincts in running classrooms and instead of being chained to a compliance manual . Host you spend a lot of time talking about teachers, health care and rules around them. Guest health care, doctors and nurses spend half the day doing desk work, filling out boxes. It causes them to burn out because all these rules and compliances, they cant internalize them. Its not about the Good Practice of
