President Joe Biden delivered remarks at an event marking Amtrak s 50th Anniversary as part of his Getting America Back on Track Tour at the William H. Gray III 30th Street Station in Philadelphia. In the past when I ve ended up at the 30th Street Amtrak station, it s probably because I took the late train back from Washington and I slept through the Delaware stop literally, not figuratively, Biden joked at the start of his speech. Biden has a long relationship with Amtrak. For the years that he was in Congress and in the White House, he would often take Amtrak back and forth from Washington, D.C. to Delaware. He’s proposing $80 billion dedicated specifically to Amtrak as part of the infrastructure plan. But as Biden was talking about that history and what he did with Amtrak under Barack Obama, he started rambling. You can see he closes the book with the prepared remarks he just delivered, then starts speaking off the cuff. That’s when he gets into trouble.
