this political gamesmanship that has gone on way too long with our military. harris: i want to talk more about that. what you are talking about is the fact that our readiness is actually even effected under this continuing resolution. it only goes seven days. who can plan anything in that time? you are exactly right. this is what we ve been operating under since october, the series of stopgap measures, nobody can plan but in addition under this sort of funding you ve got to do exactly what you did last year, whether you need to are not. for example last friday the pentagon came out with a new national security strategy that says were going to pay more attention to russia and china. nothing can be adjusted under this budget under the stopgap spending measure. that s the heart of this matter, as long as we hold the military hostage for some other issue we are not going to be able to
either, and the result is that any of these stopgap measures push the conflict down the road. eventually, members are going to have to deal with this issue, this question of immigration. an extraordinarily portant question extraordinarily divisive, especially within the republican party, and imagine at some point the government will be open again, but it s tough to have a sense of what it might take for that to happen. gosh, i hope the government is going to open again. this is the 19th shutdown we have had going back 40 years. the average length of a shutdown is 6.9 days. the longest we had was in the 70s, second longest was a couple years ago in 2013. there was a real economic hit to that. some economists will tell you we shaved off half a percent from economic growth, 120,000 private sector jobs may not have been created because of that shutdown. you have drug trials that can t be done, certain things the government does to help business that are not going to get done.
