as the people of puerto rico, american citizens, being, are still struggling to find even water and food after hurricane maria, the president is taking to twitter. this morning he quote, we cannot keep fema, the military and the firs responders who have been amazing under the most difficult circumstances in puerto rico forever. it s only been three weeks. keeping him honest, fema and the other first responders often do stay in disaster zones for a long time and for sure longer than three weeks. more than 12 years after hurricane katrina pounded the gulf coast their still managing the budget for recovery. yet three weeks after maria, when 83% of puerto ricans still don t have power and won t for months the president already seems to be setting some sort of a countdown clock to leave.
30 minutes ago we saw rainfall form out there. i mentioned anxiety among those folks here in the island. i was talking to residents yesterday. they were telling me there s people here who still don t have power, electricity from hurricane irma. there s still debris, noticeably, in the streets and parts of this island. people here are anxious that not much time has elapsed between hurricane irma and hurricane maria. irma didn t even make a direct landfall here but maria is expected to do exactly that. at his press conference, governor saying there s no time to expect miracles and expect this to change at all. you should expect the worst and people here on the island are preparing for the worst. john, alisyn? thank you, nick. we ll be tracking maria s progress throughout the morning. we want to get to a cnn exclusive. sources say u.s. investigators wiretapped former trump campaign chairman paul manafort under a secret court order before and

living facilities and nursing homes throughout thesy to make sure they re in stuff care of the elderly. reporter: approximately 150 nursing homes in florida still don t have power restored. most of them relying on generators to meet the needs of the residence if their care. elizabeth i understand you re getting information as to when this nursing home lost power. reporter: is that right. a statement put out that an september 10th the air went out. also another piece of information there s now a monitor yum accepting new patients. this facility can t take in any more patients. anderson. has this facility has problems in the past, do we know? reporter: we looked at inspection reports and we did find a list of problems. in the last couple of years they found a temporary generator hasn t been replaced and there was no plans to get a permanent one. the alarm on the generator
