December 29, 2020 Monkey Business/Thinkstock A deceased victim of a head-on crash on the morning of Christmas eve is being identified. The Press Democrat that 18-year-old Selvin Joel Citalan Ixcot of San Rafael was traveling southbound on Highway 121 looking to pass another car in a stretch with double yellow lines. While attempting to do so, Ixcot’s Mazda crashed into a northbound Ford pick up resulting in Ixcot’s death. The driver of the Ford pick up, 52-year-old Steven Bishop of Santa Rosa, was taken to Queen of the Valley Hospital with major injuries. Both drivers were wearing their seat belts and neither drugs nor alcohol are believed to be a factor.
