A memorial service for Vice Mayor Phil Cox will happen July 3 at Visalia First, his family and city leaders announced Monday.
Visalia City Council members honored Cox s memory during Monday s meeting with remembrances and a moment of silence. Flowers and a framed portrait of Cox filled his spot on the dais. Vice Mayor Cox was a husband and a father grounded in his faith. He had a big heart, serving not only his church but the community he lived in, Mayor Steve Nelsen said. Tonight we honor a man who I consider a friend and a colleague, who brought maturity to the council, knowledge to the council, and a gentleman who will be sorely missed on this council.
Smoke shop near school gets OK from Visalia City Council

Potential holes in Visalia’s municipal codes were exposed Monday night after the public and school board members questioned whether a smoke shop should be allowed near an elementary school.
Ultimately, the Visalia City Council voted in favor of upholding the planning commission’s recommendation to allow a smoke shop, PRD Cigarettes, to operate around 500 feet away from Houston Elementary School in a 2-1 decision.
The distance is less than two football fields away, or about 100 feet farther than centerfield of a typical baseball stadium.
Council members Brian Poochigian and Brett Taylor voted in favor of the motion, while Councilman Greg Collins was the sole no vote. Mayor Steve Nelsen and Vice Mayor Phil Cox didn t attend the meeting.

Wine Walk is returning to downtown Visalia on Thursday, the first event to hit Main Street since the coronavirus pandemic first shuttered businesses last March.
The downtown tradition is back with up to 40 pours of your favorite reds and whites across 20 participating businesses, according to event organizer Downtown Visalians.

We re all ready for that sense of normalcy to return, said Visalia Mayor Steve Nelsen, who also heads the downtown association. This puts a sign out that we are open downtown, and I think it s an event that people are ready for.
Highway 198 is a well-traveled thoroughfare by residents and visitors to the giant sequoias.
It s also a mess with trash littered along the highway which is also now a make-shift shelter for the region s homeless population.
The issue is a recent one as the city s unsheltered population was forced off the St. John s River banks and into town. What was once an issue at the edge of the city limits is now smack dab in the middle of town.
After hearing numerous complaints from residents and business owners, Visalia Mayor Steve Nelsen brought city and state officials together to discuss cleanup projects along the state highway.
