and starting today, victims of last monthly s huge fire in berkeley can start applying for low interest loans. ktvu s craig death slow in berkeley to explain how a declaration by the federal government is making this possible. good morning, kraig. reporter: good morning, tori. this is the problem right here, this building burned on november 18th, and you can see that clearly the people living in the building re going to be eligible for those loans but the first floor actually faces telegraph avenue, and the bottom floor many of those places are occupied by businesses, and the owners of course will be among the first in line for loans. many of the tenants at that building are students at cal. yesterday the state declared the area a disaster zone and that makes some people down here eligible for those loans. among those people, students and business owners eligible for the small business administration loans. tenants are eligible for 30- year loans, up to $40,000. businesses
permanent memorial sitting in memory of the homeless people who died in years past. today, there was a reading of those who died just this year. jaime barajas reporter: you can hear area leers reciting the names of all 61 people. the number peaked in 2008 when 82 people died in the streets of santa clara county. it s been requesting down steadily since then until this year. jenny nichols says this has been a tough year noting that their fight against homelessness has gotten worse. we get to know these people. we get to know how old they are, we know how they died. it breaks my heart to know that you can live your life and die and there is no one there to claim your name. it is a true honor to be able to do this for them. on any given day, 7000 people sleep on the streets of santa clara county, nichols say. there are some nights they are forced to turn away dozens of people over here in the winter. lorraine blanco, ktvu channel 2 news. in just the past two hours, two
