张军强调，在叙利亚开展任何人道救援行动，应充分尊重叙利亚的主权和领土完整。跨境人道救援机制是在特定形势下作出的特殊安排，应结合地面形势发展，及时对这一机制的有效性和适用性进行评估和必要调整，使跨境机制逐步向跨线方式过渡。 张军表示，单边制裁是改善人道局势的主要障碍。古特雷斯秘书长、人权高专、人道事务协调办公室也多次对单边制裁的人道后果表达关切，呼吁解除有关措施。国际社会对此拥有广泛共识。跨境机制在政治上、法律上存在争议，跨线机制才应是人道救援的主渠道。支持跨线救援不能停留在口头上。安理会要厘清跨线救援的症结所在，敦促相关方早日打通大马士革到叙利亚西北部的跨线救援通道。加强跨境人道救援监测至关重要，这有助于防止跨境点使用超出安理会决议授权。安理会既然授权设立跨
