The MoU was signed by the Lagos state commissioner for Economic Planning and Budget, Mr Sam Egube and Sabine Muller for GIZ. GIZ Nigeria (Deutsche Gesellschaft für Internationale Zusammenarbeit) was commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the German Federal Foreign Office and operates in the areas of sustainable economic development, technical vocational training, renewable energy and energy efficiency.

On March 11, 2020, the World Health Organization declared COVID-19 a pandemic after more than 118,000 cases had been reported in 114 countries, and 4,291 people had lost their lives.
