During his presidency Rafsanjani pushed for restoring economic relations with the West, but Iran, despite its long conflict with Iraq, chose not to join the UN multinational force opposing the invasion of Kuwait. In autumn 1991 Iran moved toward reducing its involvement in Lebanon, which facilitated the release of Westerners held hostage there by Lebanese Shiʿi extremists. However, the Iranian government opposed the Israeli-Palestinian peace process and continued to support Islamic groups in Lebanon and in areas under the control of the newly created Palestinian Authority.
