各州檢察長認為，Google 不僅要求一些軟體開發商使用該公司的支付工具，還要抽取求高達 3 成的數位商品銷售額，且 Google 為維持收取這份高額抽成，採取反競爭策略，削弱與打壓 Android 應用程式的競爭。
