We will zoom into a couple regions and start to the east where rain is heaviest. Ashtabula geauga 90 in the shore. All the way through willoughby and downtown cleveland solid heavy rain. Towards newberry and ashtabula and Geauga County line. So loud thunder this morning. That may wake you up. Farther towards the west the rain is a little bit lighter now on the west side especially west of the airport and into lorain county. Medina county mainly light to moderate rain down 71. And in richland and Ashland County we pick up more heavy downpours. All of this moving southwest to northeast. There is a back edge to it. Area around sandusky will push through. Juvenile Justice System. Were finding were being overwhelmed. It is getting harder and harder to get the cases than in a timely fashion. Reporter the influx seemingly happening overnight. 2015 is when the floodgates open. Says 2009 the Ohio Department ofs do that Children Services has seen a huge increase in services. 1000 of them were added in 2015 alone. Mcmill that spike on heroin. Their parents are addicts. They love their parents. Reporter caseworkers are seeing the biggest impact. It is recommended by the state caseworkers have no more than 12 cases at a time. This county averages 14. And Portage County workers averaged 17 cases. Our community has so many resources that were pulling forward to address the heroin more money. Hundreds of millions of dollars spent every year on child neglect cases in ohio. Many are tied to heroin. When children are neglected or abuse or left alone for a period of time, the impact is great. That same Flash Flood Watch is in effect for Carroll County and Columbiana County. So if youre in any of these areas, be aware you will run into reduced visibility, ponding on the roads and a lot of wet leaves around so your storm as you walk, a lot of people dont think about this, but this time of year we have high leaf drop because the leaves are dying and changing colors and falling and hitting the ground.
