ROCHESTER, N.Y. Rochester City Council has appoved a pilot program to help battle the opioid epidemic, as well as provide economic and social opportunities to struggling areas in the city. A quarter of a million dollars from opioid settlement funds will be used to create ambassador programs in the North Clinton and Jefferson Avenue neighborhoods.
