The Atlantic City Housing Authority has not complied with an Aug. 18 Superior Court judge s order to provide a detailed plan for safe, adequate, reliable heat, hot water and gas service to Stanley Holmes Village this winter, an attorney representing 87 tenants said in a brief filed Monday.
