Birmingham has steadily lost population since 1960, and has difficulties pushing consequential annexations that would have bolstered population. Mobile city officials are pointing to Birmingham's complicated history as an illustration over what could happen if annexation to the Port City's west does not occur.
A special election date is not yet set, and some logistical issues need to be resolved before Mobile adds more than 25,000 new residents propelling the city to No. 2 in population in Alabama.
The concerns were raised during Tuesday's City Council meeting and ahead of community meetings focused on annexation proposals that, if adopted, would boost Mobile's population to No. 2 in Alabama.
