Newport News on Tuesday adopted a $1.14 billion budget for the upcoming fiscal year, which includes a 3% increase in city salaries and a substantial pay raise plan for firefighters and police.
City officials said the project was originally estimated to cost $57 million and to be complete by fall of 2024. It is now expected to cost more and take longer to build, though precise estimates were not available.
