Background
In South Sudan, the cumulative effect of years of conflict, violence and destroyed livelihoods has led to a humanitarian emergency of high proportions. The recently revitalized peace process promises to offer new opportunities in the coming years for South Sudan’s women, men and children. The launch of the National Development Strategy 2018-2021 with the overall objective of consolidating peace and stabilizing the economy echoes the peace optimism.

Executive Summary
This Report on the status of implementation of the tasks of the Revitalised Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) is prepared pursuant to Chapter VII, Article 7.9 of the R-ARCSS and covers the period 1st January to 31st March 2021. This Report therefore, highlights the few accomplishments that were realised during the period, particularly relating to governance issues, while also stressing the stalled implementation of the permanent ceasefire and transitional security arrangements. Much remains to be done by the Revitalized Transitional Government of National Unity (RTGoNU) especially considering that less than two years remain in the Transitional Period as it was previously agreed upon.
UNHCR, the UN Refugee Agency, and partners are appealing for US$1.2 billion to provide vital humanitarian assistance for more than 2.2 million South Sudanese refugees living in five neighbouring countries in 2021.
South Sudan became the world’s youngest nation nearly a decade ago, but today millions of its population are displaced either inside or outside its borders. The crisis continues to be a children’s one with more than 65 per cent of the refugee population under 18, including 66,000 children who have been separated from their parents or usual caregivers.
While some progress has been made in implementing the latest peace agreement, humanitarian and protection needs remain high for the largest refugee situation on the African continent.
