Joe Manchin, D-W.Va., and other law enforcement officials unveilded Project Emotional Intelligence, funded through a grant from the U.S. Department of Justice. The project will provide in-person training for more than 4,500 officers throughout the state during the next three years. The program is administered by Dunbar-based Mountain State Educational Services Cooperative, in partnership with TalentSmartEQ of San Diego, Calif.
