NORWALK, Conn. It’s ridiculous to take credit for great things going on in Norwalk parks, developments that were years and even decades in the making, and then claim the Recreation and Parks Department was mismanaged before the latest director came in, Mike Mocciae said.
Mocciae, speaking recently to NancyOnNorwalk from his retirement enclave in South Carolina, hotly took aim at comments made by Norwalk Chief of Staff Laoise King when it was announced that his replacement, Recs & Parks Director Nick Roberts, was leaving.

“Professionalized restructuring of City Hall” helped uncover alleged forgery by part-time employee William Howard, Mayor Harry Rilling said in a press release last week. Former Recreation and Parks Department Director Mike Mocciae said Saturday that the “many layers of bureaucracy” aren’t serving the city well.

NORWALK Police say William Howard, a Recreation and Parks employee, submitted fake bids for sporting goods equipment for years, alongside lower bids from a business he owns, according to the warrant for his arrest.
The lower bids from Howard’s company, Sonny & Bill’s Sports Center in Norwalk, were then picked over the higher, fake bids from two other companies, according to the document, which was filed in state Superior Court in Stamford. Over the course of five years, Howard’s company was paid $60,085 by the city.
