As the nation marked the 34th anniversary of the ratification of the Charter yesterday, the committee on constitutional amendments decided to adopt Resolution of Both Houses (RBH) 2 filed by Speaker Lord Allan Velasco that seeks to allow Congress to pass laws that would open the economy to more foreign investments while recovering from recession caused by the COVID-19 pandemic. The panel chaired by AKO Bicol Rep. Alfredo Garbin Jr. voted 64-3 with three abstentions to approve and endorse the measure to the House plenary for deliberations.
