We believe that we acknowledge that there is fraud in this system. However, we dont believe that the fraud is so pervasive that it is vital, the only way to save the system is to advice rate the benefits that it offers and we would draw an analogy to some law makers in congress that believe fraud and misuse of food stamps and unemployment are so pervasive that you have to obliterate those programs.
