Stuff reporter was able to purchase a packet of 20 “Double Happiness” brand cigarettes of Chinese origin on his second visit to a dairy in east Auckland. When the reporter asked for a “pack of 20 Double Happiness, thanks”, the worker behind the counter waited a couple of beats for another customer to leave the store.
