and developing now fbi and department of homeland security officials are issuing a bulletin to u.s. military personnel warning them to watch what they say online about the isis threat. nbc pete williams has more from d.c. pete, what can you tell us this morning? it s not really to military personnel. that s one of the kind of odd things about this. it s a word to the wise thing. it s the regular fbi dhs bulletin to local law enforcement. it said there s no slackening in isis desire to try to inspire people here in the u.s. and other than western country it is attack law enforcement and military and government targets. it said maybe current and former military people should think about limiting the amount of material they have online that calls attention to the military service. back to what is driving d.c. next hour justices will hear arguments over freedom of speech and threats on social media. tell us about that case. right. the question here involves a man

testimony from nsa director michael rodgers. the first we ve heard from him since the unmasking of names caught up in foreign surveillance aled of the election last year. katherine herridge joins us live from washington. good to see you. has there been any change in russian behavior since the election? reporter: the nsa director testified this morning, because there hadn t been a strong 3ub lick rebuke by the united states against russia, hasn t really cost the russians anything financially. they had taken the lessons they learned through the interference last fall in the election here in the united states and they re now applying those lessons to other democracies. we ve seen another russian attempt to affect the outcome of the election in france. do you see any slackening reduction in russian/chinese efforts to commit cyber attacks and even affect elections?
