Administrations budget request and a number of other of other issues that are before us. I would say one of the Key Takeaways the last few months has been the growing number of threats to our technological superiority. We have had classified and unclassified sessions on that and to me, it is one of the key challenges that we chase that we face. As i mentioned secretary, i was perusing my bookshelf, and i came upon a very brilliant edition called keeping the edge, looking towards the future and that was managed by Ashton Carter written by Ashton Carter and essentially it said two of the things that we had to maintain a technological edge was to align our defense procurement practices with market forces, and secondly, to remain the worlds fastest integrator of technology into the defense system. I kind of wonder how we are doing these days. I think that is very relevant for today. I just had a medium meeting with one of the defense thinkers last week talking about the challenges of integ
Secretary, section 123 of the Atomic Energy act requires all significant agreements must he be approved by both houses of congress. Last year, Congress Approved two such agreements. One with south korea and one with great britain, our allies. In this case, what we are dealing with is the leading sponsor of terrorism. The position of this administration is that should not be subject to approval by the u. S. Congress. I dont quite understand that distinction. Can you explain that to me . Mr. Blinken the issue is, what is the best form of the agreement in order for us to have the flexibility we need to make sure iran is living up to obligations and to reimpose sanctions quickly if it is not. What we are seeking the issue here is whether this is a legally binding agreement or not. If it is legally binding, it would be subject to the rules of international law, which can be quite burdensome. Having a nonbinding agreement gives us the flexibility to step back sanctions immediately. With rega

Appreciate the support of congress to resolve this extraordinary challenge. Thank you. Director jarvis, thanks very much. Because of the number of senators here, ill ask one question to get us started and recognize our colleagues. Director jarvis, for decades, the park service has recommended expanding the Oregon Caves National monument. And one of the primary reasons has been because the existing site is not large enough to protect the site, given the volume of visitors. So in the case of oregon caves, not expanding the site could actually increase the cost of maintaining a very unique resource. My point is that the park acquisition and maintenance costs are not always in conflict, and certainly the oregon caves raises that issue. Adding to the monument might actually hold down the cost of maintaining the site. So my question to you, dr. Jarvis, is isnt this part of the thinking that ought to go into this debate . In other words, were going to explore plenty of ideas. And you saw that
