andrea? as you ve been speaking from your years and years of experience, tom ridge sit hearing with me is nodding in agreement. that even after 9/11 we did not lock down an american city. people were told to go home where they could move certainly there was a lot of pedestrian traffic in the city moving away from ground zero. but we did not see anything that compares to this kind of a lockdown of a metropolitan area. i think the fact of the matter is, is that this individual with or without assistance, may very well have not only be armed, but i think there was one report that his brother had an improvised explosive device on his person as well. one more reason that i m quite confident that the police have created a secure perimeter. they know exactly the area within which they have to work. within watertown and a very disciplined, house-by-house, block-by-block search. because you re just uncertain as to how armed he is. and you know he is. and you know he s prepared potentially t
