sausage make we re seeing is all intraparty, not actually trying to get republicans and democrats together on something here. i think the first time biden went to the hill at the end of september, that initial arbitrary deadline they put on this, he found out real fast from house democrats they were nowhere near ready to move forward. there s then been this month-long process of getting manchin and sinema on board and these constant negotiations and how far he can go. we saw last week at the cnn town hall him beginning to sort of put specifics out there for everyone to understand where this was headed. and today formal ly unveiling framework saying we re at the end of the line here, this is what it is. i m not sure that could have happened sooner because when biden went to the hill a month ago his caucus, his democrats were just not in line. there was nothing he seemed to be able to do to get them in line. today he once again leaves the hill without some unity in the whole party and vi
it s hard for me to imagine the white house coming out with this framework if they didn t have some sense they were going to be able to get manchin and sinema on board, because as garrett said, sinema doesn t talk to the press. she often treats her constituents with withering contempt when they dare to approach her to ask her about her positions, but by all accounts, she is in constant dialogue with the white house, so the white house does know where she stands. i think part of it is that so much of this still even though there s this broad framework has been laid out, so many details have to be hammered out, things and out that progressives hope to get back in. in a way, we ve heard joe manchin say that he is comfortable with the $1.75 trillion number and so in that sense we have an agreement, sort of everybody right now is sort of okay with that figure, but
progressives to change their mind, saying trust me, i can get manchin and sinema on board. that s what i heard joe biden said today, we are within inches of getting them together, but he did not say they signed off on that deal. that still is not going to be enough even if he were to say he s signed off on this deal to get a lot of liberals on board. they don t trust the moderates here. not to mention, kate, the enormous amount of concessions they believe they ve already made, medicare, paid leave, other key issues here. so how this ultimately gets resolved in a few hours we ll see, but there s an expectation pelosi is not going to put a bill on the floor if it s going to fail. that s what progressives hope, she ll punt and do this all over again in the coming weeks. it would be pretty remarkable. they ve blown through a couple deadlines and prompted promise infrastructure already. but let me bring in our cnn political director. david, can you talk about what you see happening in thi
accept. it will be frustrating for them to accept. you are going to see, i think, a lot more frustration, particularly about senator manchin, you know, who at the moment has been very successful in trying to push back elements of this plan that he objects to, despite the fact that it has more support more broadly in the democratic caucus. this is not going to go down easily but this is going to be really critical or would have been really critical to millions of families. and it is not just democratic lawmakers who are going to be upset. it s going to be voters. it seems like democrats are gutting these key issues to try to simply get senators manchin and sinema on board. what s the latest? what are you hearing on capitol hill? well, trying to attract both senators manchin and sinema to sthipts support this bill has been the ball game from the beginning. it s exasperated a lot of progressives who told us as soon as today that they feel like this entire negotiation is m
