shimon, you ve obtained the report and read it. tell us what you ve learned. reporter: the lackadaisical response, they talk about how there was no command, no control, no leadership essentially on the scene of the shooting. it was just truly chaos, every officer doing their own thing. we re also learning what the police chief, the school police chief, pete arredondo, told the committee. he appeared before the committee. he explained his thinking. he said at one point he didn t believe there were any kids inside the score because it was awards day. what he said was he looked at an adjacent room, room 110, and when he went in there, there was no one in there, and it made himly were no babies as he said inside the room. of course, we know that was not the case. he also describes how initially his thinking was that this was an active shooter situation, but then what happens is he starts to believe that the subject, the gunman, is barricaded, and that in order to rescue the oth

a specific duty. it is their job to protect the children in the schools of uvalde. that is their specific job. and, nrkts ain fact, after the shooting in santa fe in texas, they put in all these security measures and they included doubling the security budget for the uvalde school district, giving them a specific police force who were trained. they had two active training days in the last two years. one of them was two months before this shooting. and in their training they re specifically told that they re supposed to go after the shooters. that is the first thing to do. go after the attackers. now, i understand there was a lot going on and it was very chaotic and who was in charge and who was supposed to take command. but if they re trained specifically to go after the attackers, number one, nothing else, that should have been done and they should have never got on the the point, who was in charge, what are the tactics that should be followed here.
not everyone can make decisions under pressure. that s just a fact. so whoever you have that s going to be your commander needs to be someone who can make critical decisions under pressure, you know. and so there s a lot that i think we can get from this, i really do. we re not going to be able to, you know, change what actually happened, but i think we can learn from it. and i think it s also important that, you know, there s another issue here, because at the local level, which is where accountability for the most part is going to be held, i don t know if this is going to rise to a criminal level or not. i m not a lawyer. you ve got a mayor in uvalde and other jurisdictions, how do you regain the trust of the city. the police department. they call 911, you know. this goes beyond just what happened that day. there s a confidence issue here that s going to have to be addressed at the local level in
