On April 17, 2021, the Small Business Association (SBA) released a comprehensive Restaurant Revitalization Fund (RRF) Program Guide outlining eligibility and the application process. Restaurants and other foodservice entities can now start preparing their RRF Grant Applications (SBA Form 3172).[1] The SBA has explicitly stated not to submit RRF forms at this time.
How to Apply?
Restaurants and other foodservice entities can apply through SBA-recognized Point of Sale Restaurant Partners or directly with the SBA in a forthcoming online application portal.

The American Rescue Plan Act established the Restaurant Revitalization Fund (RRF), which will provide funding for restaurants and other eligible food and drink establishments. Eligible businesses generally include restaurants, food stands, food trucks, food carts, caterers, bars, saloons, lounges, snack and beverage bars, and various other businesses. Applicants operating bakeries, brewpubs, tasting rooms, taprooms, breweries, microbreweries, wineries, and distilleries must provide documentation establishing that on-site sales to the public represented at least 33% of gross revenues in 2019. Similarly, inns must provide documentation showing that onsite sales of food and beverage to the public represent at least 33% of gross receipts for 2019.

The Massachusetts House and Senate have enacted comprehensive legislation to safeguard unemployment benefits, limit rate increases for employers, provide tax relief for lower income jobseekers and exempt small businesses from state taxes on federal relief grants.
“These measures will offer much need relief to workers, employers and small businesses, said Rep. Josh S. Cutler, D-Pembroke, House Chair of the Joint Committee on Labor and Workforce Development. At the same time, we’re also taking critical steps to help safeguard our unemployment insurance system for the long term.”
