ELKO — Two law enforcement agencies determined Elko police officers did not violate policies and procedures in the fatal shooting of a man in a standoff with the Elko SWAT
James Ryan Jr., 45, of Elko was identified by Elko Chief of Police Ty Trouten as the man who was killed by the officers several hours after another police officer witnessed a domestic violence incident at a carwash at Lamoille Highway.
